CARB posted a notice on its website today indicating as follows: “Given the large volume of public comments staff have received, and given ongoing input related to identifying the range of covered entities, CARB is proposing an updated timeline for bringing the initial rulemaking (including the fee-related provisions) to the board in Q1 2026 [emphasis added].”
It is unclear from the notice whether the Notice of Proposed Rulemaking (NPR) that was expected to be posted yesterday (p25) will still be released this week or also deferred; however, the previously floated timeline contemplated the board’s consideration of the proposed rulemaking on December 11-12, which was aggressive given the slated November 30 comment letter deadline (Sunday following Thanksgiving) for the NPR.
