CARB Announces Proposed Revisions to SB 253 Regulation and Proposed Deferral of 2026 Reporting Deadline

Today, the California Air Resources Board ("CARB") announced that it has withdrawn its previously submitted Initial Regulation from review by the California Office of Administrative Law ("OAL") to issue proposed revisions before resubmitting the regulation for final approval.

As part of the forthcoming rulemaking update, CARB has announced that it intends to propose deferring the initial Scope 1 and Scope 2 greenhouse gas reporting deadline from August 10, 2026, to November 10, 2026. According to CARB, the proposed three-month extension is intended to provide reporting entities with additional time following final approval of the Initial Regulation before reporting is due.

CARB also announced that it will release proposed revisions to the Initial Regulation as part of an upcoming 15-day public comment period, after which it intends to resubmit the regulation to OAL for final review and approval.

The Society has been actively engaged throughout CARB's implementation of SB 253, including through workshops, benchmarking efforts, member surveys, coalition engagement, and multiple comment letters. Most recently, the Society submitted a comprehensive comment letter in response to CARB's March 2026 public workshop addressing interoperability, compliance costs, Scope 3 implementation, reporting timelines, and other implementation issues.

The Society is reviewing today's announcement and will closely evaluate the forthcoming proposed revisions. We will continue to keep members informed as additional information becomes available and will provide a more detailed update following CARB's release of the revised proposal and 15-day comment package.
